Representative MCR Professional Services
MCR Federal, LLC may perform Electrical and Mechanical Engineering under each of five contract SINs defined in this schedule. A description of each SIN definition and examples of the types of work covered by the SINs are provided in the following sections. |

SIN 874 1 & 874-1RC: CONSULTING SERVICES |
Providing
expert advice, assistance, guidance or counseling in support
of agencies’ management, organizational and business
improvement efforts. This may also include studies, analyses
and reports documenting any proposed developmental,
consultative or implementation efforts. Examples of
consultation include but are not limited to: strategic,
business and action planning; systems alignment; cycle time;
high performance work; leadership systems; performance
measures and indicators; process and productivity
improvement; organizational assessments, program audits, and
evaluations.

SIN 874 2 & 874-2RC: FACILITATION SERVICES |
Providing
facilitation and related decision support services to
agencies engaging in collaboration efforts, working groups,
or integrated product, process, or self-directed teams.
Agencies bringing together diverse teams and/or groups with
common and divergent interests may require a neutral party
to assist them in: the use of problem solving techniques;
defining and refining the agenda; convening and leading
large and small group briefings and discussions; resolving
disputes, disagreements, and divergent views; recording
discussion content and focusing decision-making; providing a
draft for the permanent record; debriefing and in overall
planning.

SIN 874 4 & 874-4RC: TRAINING
SERVICES |
Contractors
shall provide off-the-shelf, or customized off-the-shelf
training packages under this SIN to meet specific agency
needs relating to business services. Training course
topics/themes covered by this SIN are: Customer service;
team building; performance measurement, benchmarking;
business process improvements or business process
reengineering; quality standard development and performance
measurement; management and leadership development; problem
solving techniques; change management; strategic planning;
quality management, quality standards; and ISO 9000. Refer
to Schedule 69, SIN 27 400, Instructor Led Training, for
business training courses other than those listed above.

SIN 874 6 & 874-6RC: ACQUISITION MANAGEMENT
SUPPORT |
Contractors
shall provide support to agencies in conducting federal
acquisition management activities, as follows: Acquisition
planning assistance; developing acquisition documents,
including quality assurance surveillance plans, statements
of work, synopses, and solicitations; expert assistance in
evaluating proposals; contract administration services; and
competitive sourcing support, including OMB Circular A-76
studies, strategic sourcing studies, privatization studies,
public-private partnerships, and Federal Activities
Inventory Reform (FAIR) Act studies. Inherently Governmental
services as identified FAR 7.503 or by the ordering agency
are prohibited under MOBIS. It is the responsibility of the
Contracting Officer placing the order to make this
determination.
